A ground-breaking in mid-December may be unusual, but the weather was warm enough to begin construction of the new wind turbine on December 16, 1998. Although the ground was frozen, VIPs from the City of Moorhead, Moorhead Public Service Commission, and MPS staff were able to start digging the foundation.
