General Definition of Work:
This position has the overall responsibility to forecast service requirements and to plan, organize, and control assigned resources of the water utility to meet those requirements. Accountable for operating results that are consistent with established policies and objectives and for operating procedures that ensure compliance with regulations intended to protect human life, the natural environment, and the utility's investment in plant property.
Essential Functions/Typical Tasks:
Essential functions and typical tasks include the following:
- Supervises and coordinates staff in the preparation of studies, plans, and designs for additions to and modifications and rehabilitation of water facilities in order that adequate facilities will be available to meet expected water demands.
- Administers and directs the construction, operation, and maintenance of the water system, including the water treatment plant, water supply systems, water storage, transmission, and distribution facilities in accordance with established utility practice.
- Establishes documented practices, procedures and standards for the Water Division which are designed to accomplish the objectives and to implement the policies established by the General Manager and the Moorhead Public Service Commission. Develops, revises, interprets, and enforces Moorhead Public Services’ Water Service Rules and Regulations. Reviews and approves requests for non-standard services.
- Assists the management team with the preparation of annual personnel, capital, and operating budgets for the water utility. Exercises management control to adhere to adopted budgets and recommends budget adjustments when required.
- Reviews the current conditions and long-range strategic position of the utility's water service operation and reliability, including employee concerns. Assists in the management team's development, updating, and presentation of a longrange strategic plan and the short-range strategic modifications to that plan.
- Evaluates alternatives and develops forecasts of future water supply requirements and coordinates plans for the operation, expansion, and upgrading of water supply facilities to ensure reliable and economic delivery of water services to customers.
- Directs and assists staff and consultants in the design and construction management of major water facility additions, including contract negotiation, design criteria, specification review, progress review, and invoice approval.
- Interviews, selects, and terminates subordinate personnel. Assigns work duties and monitors and evaluates work performance of subordinate staff.
- Periodically reviews the adequacy of the organizational structure and staffing of the Water Division to effectively discharge Water Division responsibilities essential to fulfillment of the total utility business purpose. Recommends changes, where needed, to improve performance of existing functional areas and/or to accomplish additional functions.
- Through the Water Distribution Engineer, Water Plant Supervisor, and crew leaders, maintains necessary liaison with construction, operating, and maintenance crews to ensure that construction, operation, and maintenance is accomplished in accordance with approved plans, drawings, and standards, with efficiency in the utilization of personnel, material, and equipment, in a safe and professional manner.
- Is familiar with emergency procedures, union agreements, etc., and is prepared to initiate and direct emergency response activities.
- Keeps well informed on new developments or changes in the water transmission and distribution industry and all allied fields by attending workshops and seminars and by reading available trade publications.
- Assists the General Manager in monitoring legislation that may affect the water utility, as well as assisting with development of utility response to such legislation.
- Directs staff in carrying out responsibilities for obtaining and/or ensuring compliance with required permits, licenses, easements, and codes.
- Identifies information requirements of the Water Division and develops reporting including reports that clearly identify key indicators of performance of the water utility.
- Ensures that employee job training and safety programs are developed and carried out. Provides a working environment that promotes safety, high levels of productivity, and individual interest in, and commitment to, the objectives of Moorhead Public Service.
- Serves as Acting General Manager or the General Manager's designated representative, when required, with such authority and responsibility as may be assigned, to a broad spectrum of external organizations, including other City departments, local and regional water supply associations, State and Federal regulatory agencies, County and Township agencies, trade and professional associations, consumers, and public interest groups as directed.
- Resolves problems occurring in daily construction, operation, and maintenance activities that cannot be resolved by the Water Distribution Engineer and the Water Plant Supervisor.
- Attends all Moorhead Public Service Commission meetings and reports on Water Division activities.
- Performs other duties as requested.
Education and Experience:
Required education and experience include the following:
- Undergraduate degree from an accredited university or college curriculum in chemistry or civil sanitary engineering. An advanced degree in engineering or science is desirable.
- Minimum of ten (10) years of experience in the water utility field with proven technical and administrative ability in positions of progressively greater responsibilities.
- Any equivalent combination of education and relevant experience.
Knowledge, Skills, and Abilities:
Required knowledge, skills, and abilities include the following:
- Knowledge of utility regulation, cost-of-service and rate-making, business law, utility finance and accounting, personnel administration, and communications courses preferred.
- Thorough understanding of professional skills required to design, construct, operate, and maintain water supply, water treatment, and delivery systems.
- Ability to generate innovative ideas, make important decisions, successfully manage many diverse projects simultaneously, and work harmoniously with people at all levels.
- Must possess the ability to communicate clearly and concisely— both orally and in writing.
- Ability to evaluate and measure the performance of subordinates.
- Ability to exercise initiative and perform assignments as directed and primarily constrained only by goals and objectives set forth by the General Manager and with a bare minimum of active supervision.
- Must have the ability to establish and maintain effective working relationships within the workplace by demonstrating the following personal qualities: mutual respect, courtesy, flexibility, and teamwork.
Physical Requirements:
Physical requirements include the following:
- This position requires a majority of time spent standing, walking, and sitting.
- Weight of objects to be lifted/carried ranges from ten (10) to fifty (50) pounds.
- Adverse movement, such as stooping, kneeling, crouching, and bending, is sometimes required. Rarely is any crawling or twisting required.
- Audio, visual, and verbal functions are vital aspects to performing this position, as well as the ability to operate motor vehicles.
- Excellent sensory skills are important (sight, hearing and speech), as well as the ability to communicate effectively.
- The majority of the work day is spent indoors. Occasionally exposure to dust, fumes, noise, extreme heat and cold, heights, and glare is required.
Special Requirements:
Special requirements include the following:
- Must be certified as a Class A Water Supply System Operator in Minnesota or be able to obtain within one (1) year from the date of employment.
- Must be certified as a Professional Engineer in the State of Minnesota or be able to obtain within one (1) year from date of employment.
- Possession of an appropriate driver’s license valid in the state of Minnesota.
Work Environment:
Work environment includes the following:
- Occasionally exposed to moving mechanical equipment.
- Occasionally exposed to hazardous chemicals.
- Generally works in a smoke-free, general office environment.
Salary and Benefits:
The 2009 salary range for this position is between $78,696 and $113,124 per year. The starting salary will be dependent upon experience and education. Excellent health insurance and benefits package are provided.
