Essential Functions/Typical Tasks
Essential functions and typical tasks include the following:
- Supervises and coordinates staff in the preparation of studies, plans and designs for additions to and modifications and rehabilitation of electric facilities in order that adequate facilities will be available to meet expected electric loads.
- Administers and directs the construction, operation, and maintenance of the transmission, substation, and distribution facilities in accordance with established utility practice.
- Establishes documented practices, procedures, and standards for the Electric Division that are designed to accomplish the objectives and to implement the policies established by the General Manager and the Moorhead Public Service Commission. Develops, revises, interprets, and enforces electric service rules and regulations. Reviews and approves requests for non-standard services.
- With the assistance of staff, prepares annual personnel, capital and operating budgets for the electric utility; exercises management control to adhere to adopted budgets and recommends budget adjustments when required.
- Reviews the current conditions and long-range strategic position of the utility’s electric service operation and reliability, including employee concerns. Also assists in the management team’s development, updating, and presentation of a long-range strategic plan and the short-range strategic modifications to that plan.
- Evaluates alternatives and develops forecasts of future energy requirements and coordinates plans for the operation, expansion, and upgrading of energy resource facilities, including renewable and unconventional sources to ensure reliable and economic delivery of energy services to customers.
- Directs and assists staff and consultants in the design and construction management of major electric facility additions, including contract negotiation, design criteria, specification review, progress review, and invoice approval.
- Interviews, selects, and terminates subordinate personnel. Assigns work duties and monitors and evaluates work performance of subordinate staff.
- Periodically reviews the adequacy of the organizational structure and staffing of the Electric Division to effectively discharge Electric Division responsibilities essential to fulfillment of the total utility business purpose. Recommends changes, where needed, to improve performance of existing functional areasand/or to accomplish additional functions.
- Through the Distribution Supervisor, maintains necessary liaison with construction, operating, and maintenance crews to ensure that construction, operation, and maintenance is accomplished in accordance with approved plans, drawings, and standards, with efficiency in the utilization of personnel, material, and equipment, and in a safe and professional manner.
- Supervises and directs the marketing and energy services staff in the strategic review and implementation of marketing and energy services programs for the Electric Division customers.
- Is familiar with emergency procedures, union agreements, etc., and is prepared to initiate and directoutage/emergency response activities.
- Keeps well-informed on new developments or changes in the electric transmission, generation, and distribution industry, and all allied fields by attending workshops and seminars and by reading available trade publications.
- Assists General Manager in monitoring legislation that may affect the electric utility, as well as assisting with development of utility response to such legislation.
- Directs staff in carrying out responsibilities for obtaining and/or ensuring compliance with required permits, licenses, easements, and codes.
- Identifies information requirements of the Electric Division and develops reports that clearly identify key indicators of performance of the electric utility.
- Ensures that employee job training and safety programs are developed and carried out. Provides a working environment that promotes safety, high levels of productivity, and individual interest in, and commitment to, the objectives of Moorhead Public Service.
- Serves as Acting General Manager or the General Manager’s designated representative, when required, with such authority and responsibility as may be assigned to a broad spectrum of external organizations, including other City departments, state and federal regulatory agencies, trade and professional associations, Missouri River Energy Services, consumers, and public interest groups, as directed.
- Resolves problems occurring in daily construction, operation, and maintenance activities that cannot be resolved by the Distribution Supervisor.
- Attends all Moorhead Public Service Commission meetings and reports on Electric Division activities.
Education & Experience
Required education and experience include the following:
- Professional degree from an accredited university or college curriculum in electrical or mechanical engineering. An MBA, other advanced education or experience in the areas of management, financing, budgeting, accounting, and communications is desirable.
- Minimum of ten (10) years of experience in the electric utility field with proven technical and administrative ability in positions of progressively greater responsibilities. Aptitude for general management.
- Any equivalent combination of education and relevant experience.
Knowledge Skills and Abilities
Required knowledge, skills, and abilities include the following:
- Must possess knowledge of utility regulation, cost of service and rate-making, business law, utility finance and accounting, marketing, personnel administration, and communications.
- Must possess knowledge and professional skills required to design, construct, operate, and maintain electric production and delivery systems.
- Ability to generate innovative ideas, make important decisions, successfully manage many diverse projects simultaneously, and work harmoniously with people at all levels.
- High level of proficiency in oral and written communication.
- Ability to evaluate and measure the performance of subordinates.
- Demonstrate ability to exercise initiative and perform assignments as directed and primarily constrained only by goals and objectives set forth by the General Manager and with a bare minimum of active supervision.
- Must have the ability to establish and maintain effective working relationships within the workplace by demonstrating the following personal qualities: mutual respect, courtesy, flexibility, and teamwork.
Physical Requirements
Physical requirements include the following:
- This position requires a majority of time spent standing, walking, and sitting.
- Weight of objects to be lifted/carried ranges from ten (10) to fifty (50) pounds.
- Adverse movement, such as stooping, kneeling, crouching, and bending is sometimes required. Rarely is any crawling or twisting required.
- Audio, visual, and verbal functions are vital aspects to performing this position, as well as the ability to operate motor vehicles.
- Excellent sensory skills are important (sight, hearing, and speech), as well as the ability to communicate effectively.
- The majority of the work day is spent indoors. Occasional exposure to dust, fumes, noise, extreme heat and cold, heights, and glare is required.
Special Requirements
Special requirements include the following:
- Must be certified as a Professional Engineer in the State of Minnesota or be able to obtain within one (1) year from the date of employment.
- Possession of an appropriate driver’s license valid in the state of Minnesota.
Work Environment
Work environment includes the following:
- Occasionally exposed to high-voltage electrical equipment.
- Occasionally exposed to hazardous material from electric equipment.
- Generally works in a smoke-free, general office environment.
- Performs other duties as requested.
